Suzy Shirley

Suzy Shirley is Chief Innovation Officer at Principle Choice Solutions, where she leads
strategic growth, research and development, and innovation initiatives focused on
automation, optimization, and the modernization of federal government medical support
services. She also serves as faculty at MIT, teaching courses on health technology
innovation.

Ms. Shirley brings more than 15 years of federal healthcare experience with the
Veterans Health Administration, where she served as a mental health clinician,
healthcare administrator, national program director, and strategic advisor. As Director for
Strategic Partnerships within the Office of Healthcare Innovation and Learning, she led
industry collaborations that introduced emerging technologies and innovative care
models to improve clinical outcomes, expand access, and reduce the cost of care.
A recognized leader at the intersection of healthcare delivery, policy, and emerging
technology, Ms. Shirley served as Innovation Advisor on the VA National Integrated
Project Team for Psychedelic-Assisted Therapies, supporting pilot design, business
modeling, and cost analysis.

Following her tenure at VA, Ms. Shirley served on Capitol Hill as a policy advisor for the
House Committee on Veterans’ Affairs, where she helped develop legislation to provide
VA with greater funding flexibility to advance healthcare innovation. She advised on
Veteran and caregiver issues, small business opportunity, emerging technology, and
clinical innovation.

Ms. Shirley has received multiple national awards for her contributions to public service
and healthcare innovation, including the 2024 AMSUS Award for Management and
Administration, the 2022 Theodore Roosevelt Government Leadership Award, the 2021
Arthur S. Flemming Award, and the 2020 Service to the Citizen Award.
